He has twice served as CEO of public regional universities and retired with emeritus distinctions from both. He specializes in assisting universities in crises whether that be enrollment, performance funding, or student success issues. As President of Slippery Rock University, he oversaw a twenty-two percent increase in enrollment, and historical increases in retention and graduation rates. An early adopter of performance metrics, Dr. Smith led SRU to be a model for analytical data-driven decision-making. As Chancellor for the University of Tennessee at Martin, he is credited with leading UTM through turnarounds in financial, enrollment, fund-raising, and accreditation obstacles.
